I disagree; you're just as liable to burn in a tanning bed as you are under the sun. Instead, if you burn very easily, try applying a higher SPF sunblock lotion (45 should do) and spending a couple hours in the sun over an extended period of time, such as a week or two. Getting a good, golden tan is a gradual process, not something that can be achieved in a session or two under a UV light.
Also, I recommend playing tennis, running or some other outdoor activity while you tan, which can have the dual benefit of giving you something to do while you're soaking up the sun, as well as helping you avoid losing track of the time.

If you have never been able to get a tan, even with moderate sun exposure over a long period of time. You may one of those people who can't tan for genetic reasons.
In any case, pale skin is a risk factor for skin cancer. Tanning isn't a healthy practice for anyone and for you in particular.
If it's really that big a deal to you, get a spray tan at a tanning salon.
