Once I found Neutrogena Triple Protect I never turned back. It's a wonderfully soothing aftershave creme with SPF 20. Great moisturizer and also claims to reduce fine lines.. Buy mine at the local drug store.
It might be a little out of your price range, but I really like Defend by Zirh. It's worth it and you don't need to use a lot when applying so it lasts a long time.
I would go with the Baxter line of products that we carry. Great solid affordable luxury brand and both under $20. They have both the Baxter Oil Free Moisturizer which obviously will help against oily skin and moisturizer great, and just the Baxter Super Shape SPF 15 which is a nice moisturizer and even protects against the sun. We carry a whole bunch of others too that might still be in your ballpark.

It is light, non greasy, fragrance free, doesn't clog the pores... no pimples! You can find it almost anywhere for about $8, probably in the woman's lotion section, don't let that fool you though.
I use the Extra-Light Oil-Free Face Lotion from C.O. Bigelow. It has camomile and parsley, and comes in a 4 oz bottle. $20, but try the year end sales at Bath and Body Works, I bought it then for $5. But I guess you have to be pretty confident in your masculinity to shop for lotion there. www.cobigelow.com
