The best way is to take a shower to open your pores for cleaner, better cuts, then use some round-end scissors and trim carefully. If you want, you can also use a manual razor (Gillette is best) for really close cut, but just be VERY careful. After any "maintenance" make sure to thoroughly clean in order to prevent unwanted infectious problems.
I suggest using a clipper before you start with a razor. Starting to shave a 'fro with a razor will be uncomfortable at best, but if you trim it down to a reasonable level first, subsequent reduction will be much more painless.
Once you have a 'crew cut,' if you still want more, then it's time to start with a razor. Be very careful, and be sure to use a good bit of shaving cream to protect your skin. A new blade might be warranted also, not the place you want to nick yourself.
