A clasic zippo lighter is a wonderful gift. Lots of room for making it personal!Even if no one is a smoker they are great for camping, fishing, and many other uses. For my groomsmen, I gave them a set of beer glasses and a Beers of the World sampler. I know it's a little cliche, but what guy doesn't love beer.
I gave my groomsmen each a set of two-way radios. It was great and everyone loved them.
My brother bought us nice safety razors and a flask with our initials on them.
I'd go with a nice flask with either their initials or name engraved on it, and right before you give it to them fill it them with a nice whiskey, thats what i'd do
I got my groomsmen a nice maglight set... It doesn't leave a lot of room for personalizing, but its practical, and they'll get plenty of use out of it... I've gotten to many groomsmen gifts that I never use.
I bought all my boys a hefty bottle of the liquor of their choice. Almost all of the liquor types have their largest bottle under $35.
You can get a decent cigar and a classic zippo for each of them at a smoke shop. Ask the owner to throw in an old cigar box for each, pack it all up, and it makes a very nice package for under $35.
Can't go wrong with a Sigg bottle (they have flasks too), and that new Wide Mouth is a nice feature so you can get some ice to the mix.
I just bought my groomsmen shave kits from Fossil. They have other gifts for around $35. Don't bother with the gift wrapping the box they put it in is way oversized.

Set of 2 Scotch Glasses ($22 for a 2 glass set) personalized with each groomsman's initials
The last time that I was in a wedding party, the Groom bought us all custom Chuck Taylors with the date of the wedding embroidered on them. I still wear them all the time...
I went with a baseball theme and bought some cheap, small metal buckets and filled them with peanuts and Pyramid Curveball beers and in the middle of all that were tickets to a Mariner's game, which we all enjoyed together a few weeks after my wedding. I've received lighters, humidors, etc. before and that was great, but getting together with your buddies for a day at the ballpark was a great time. Of course, it helps when all your friends are sports fans.

Pocketwatch - you can get them engraved - and there will be no reason for lateness to your event - there are too many makers to list my Fossil cost around $30 -- i've seen pocketwatchs cost up to a grand
