What is the best self-defense item you can get your girlfriend for when she is jogging alone in Oakland and doesn't want to carry much of anything, nor does she trust pepper spray because of the wind factor?

My recommendation is a defense system such as Krav Maga that focuses on usable (and vicious) techniques that anyone can use to defend themselves. It will also help to train her mind to be alert and prepared to act if she is ever attacked. A lot of people can have a weapon then be startled or "frozen" when the actual incident happens.
Also... there are tons of key chain type self defense weapons available online if you want her to carry something like that. It isn't always easy to jog with a handgun.
OH yeah.....BIG DOGS work great at deterring criminals. My sister used to rent trained dogs to joggers in Portland, Oregon for runners feeling like they needed protection.

Not to be a jerk, but it sounds like she doesn't want to carry anything. Ruling out pepper spray because of wind? Getting a little blown back at you is not comfy, but it's not the same as a spray to the face and the mugger will be much worse off.
If she's not just trying to politely dissuade you, ask her to read about pepper spray a little. Guns are a bit of a waste- by the time you're sure someone's got bad intentions, you don't have time to get it out and shoot them. People are faster than you think. You can't jog with a gun in hand, but you can jog with a (small) pepper spray in hand.
My best idea, though, is to get her a dog. If someone has the stones to try to mug her while she's jogging with a medium-to-large dog, they're more dangerous than you can reasonably prepare for. Dogs require no permit, they come with a built-in danger detector, and no gun on earth will fetch slippers or be glad to see you at the end of a bad day.
There is not one single answer to this question. The best defense in any situation is knowledge, awareness and preparedness. She should know her route and let others know when she is leaving, how long and when she plans to return. If she is not comfortable in her area she should drive to an area that is more comfortable, join a gym or get a running buddy(as in you BF). As far as a self defense weapons there are no tools, nothing is gonna do the work for you, but there are many options. The best weapon is your own body. It's always with you and when properly trained can be affective. Next would be smaller concealable items like the hideawayknife.com, or even keys. My suggestion is find a krav maga studio and get her a few sessions. They are every where now and very women friendly. Go with her and practice all the time. Then supplement that with a small weapon and practice with that. Good Luck
I bought my GF a Surefire G2 flashlight. There are brighter (read: more expensive) models, but the G2 is compact enough to carry and doesn't get in the way. It's bright enough to give her (and me) some peace of mind and the LED version is durable enough to strike someone with the bezel if needed.
I agree that awareness is the best defense and being able to illuminate a dark street is one step toward that goal.

Many good answers but I wouldn't recommend a gun or chemical spray (and I'm a Firearms instructor). Both require proper and consistent training and, if you're not prepared to use such weapons instantly it's more dangerous to have them. I agree with Jordan that the best weapon is your own body but, again, martial arts like Krav Maga also require extensive training to be deployed properly. A dog is a great idea but, it's a major responsibility to own a dog.
I recommend a high-pitched, survival-type whistle like the Fox 40 Howler Whistle. It's light, loud, effective and will immediately draw attention to yourself. You can wear it comfortably around your neck while jogging and, unlike other tools mentioned here, can use it when you feel as if you feel threatened without causing harm. It's an excellent deterrent. You can buy it on Amazon, from camping stores like EMS or REI or online from hundreds of sites.
Equally important is a mind-set that "I won't be a victim." Blow the whistle. Use your body. Kick, scream, bite, gouge, hit, tear, rip...whatever. Don't give up or give in.

I'm guessing she's a hefty girl, or she wouldn't need to jog so much, so she'll appreciate the big grips to wrap her paws around. It only weighs 1.53 pounds, so she can carry this while she jogs instead of that spare cheeseburger.
I wouldn't bother with training, just watch some Law&Order re-runs, she'll get the basic idea. If she has to shoot someone, she basically gets 8 practice shots anyways.
If your girlfriend is leery of using pepper spray, then for the love of God do not get her a knife or a gun.
It's actually pretty astonishing that these weapons are even being recommended.
If you don't have proper training, using a knife in a real-world attack is wildly dangerous. Sure, there's a chance it'll scare the attacker off, but the only way to actually use it is when you're very close to your attacker, which is not where you want to be. And it's far too easy to have a knife turned against you for it to be a responsible self-defense measure.
As for guns, I feel like the arguments against are too obvious to state. Pulling a gun on an attacker escalates the situation to lethal levels. After all, the average mugger is only after her purse, but faced with a gun, he's now fighting for his life.
Pepper spray is, for better or worse, the best option here. Really, though, the answer is not going to be found in a single device or tool. If a neighborhood poses a serious threat of attack, then your girlfriend shouldn't jog there. Period. She should jog only during the day or in well-lit, reasonably safe areas. Taking some self-defense classes would certainly help, as would carrying something like pepper spray just in case, but avoiding dangerous situations is the single best way she can protect herself.
And carrying a deadly weapon, unless she is well-trained in its use, is only going to put her in more danger.
A walking cane made of hickory heart wood with a classic hook handle. You can get martial art cane training "if you so desire". Basically it is a stick that you can poke or swing at an assailant, whether it is on two legs or four legs. We all instinctively know how to poke or swing a stick. Use your cane to warm up before and warm down after walking or jogging. You do not need a permit to carry a cane. While you walk/jog work your upper body and increase your hand eye coordination and dexterity. Try holding it over your head or out in front of you as you walk/jog(you will be amazed how heavy it gets after a hundred yards. I have a male Rhodesian Ridgeback that I walk with when we are secluded area. If you walk/jog with a dog, you are more likely to have an encounter with the neighborhood dogs(they can and will take a defensive posterior in their territory). If a dog approaches you,you can usually make them back away simply by facing them with the cane extended towards them and backing away. If the dog tries to get a bite at you poke him in the mouth towards the throat. Even if you are off a little and just miss you will probably hit his nose or eye either will be an excellent deterrent. If you're looking for a foolproof, lightweight and manageable item, I recommend The Shark or something similar.
I have several female friends that have these and a few have even taken a basic class on how to maximize their ability to wield damage with one.
It's discreet, it's accessible and it's fierce if used correctly.
Just have her carry her cellphone in her hand (bluetooth optional). Odds are no one is going to try to attack somebody who can easily dial 911. Or maybe you can even jog with her!
This is the best self defense flashlight I've seen. Also I know a lot of cops that use it for themselves and their families.
Awareness is probably the best and most important defense in this situation. Tell her to leave that iPod at home or at least one ear bud out at all times because the only two applicable senses she has in that environment is her sight and her hearing. If she can't hear the attacker coming up behind her she'll never have a chance to use whatever other tools / skills she has available to her.

If she carries a weapon, she's going to create a lot of legal problems, it will escalate the danger, and it will probably be used against her.
Unless she's a killer, she's not going to stand much of a chance fighting a bad guy bare-handed.
Do not let her go running at unsafe times in unsafe places. The gym is a good place to run.
You could make time to go jogging with her if she doesn't feel safe alone. To minimize risk of legal issues after altercation, contact your local sheriff's department to find out what approved non-lethal self defense weapons are carryable, and if your girlfriend would need a permit for it. Carrying a weapon will raise the risk of a heightened altercation where she gets hurt or worse greatly. You can look up that statistic yourself. Just go with her, don't be an idiot.

I have been involved in martial arts for years as a coach and competitor. I have fought professionally in MMA and Kick Boxing and work with Law Enforcement to provide additional hand to hand training to officers. The best and only weapon you should carry is one you are 100% confortable in using. If she is worried look into jiu jitsu leasons or teach her to run faster. The biggest down fall for most people is the 'sense of entitlement' that causes them to run though areas where frankly they shouldn't be. My sister lives in NY and runs regularily however she makes sure:
1. People know where she is and when she's going and expected back.
2. She picks routes that are heavily populated.
3. She tries to run with buddies.
4. She makes sure to think though a decision to go for a run (ie. is it a smart idea to go for a run at night if she missed her lunch run.)
5. She carries a cell phone with a couple of emergency numbers on speed dial (seriously cell phones are super small these days).
Don't 'arm' your girlfriend because you're worried about her because if she can't use the weapon you've just provided something else for the attacker to use.

A very loud whistle sounds like a great option for her since she obviously does not want too carry a weapon of any kind. A weapon such as a gun or a knife is completely useless unless you know how to use it properly and most importantly you are willing to use it. A loud whistle will draw attention too her and also surprise any attacker giving her, maybe, a chance too escape.
The best self defense tool that I can think of is a Taser. The Taser C2 (http://www.taser.com/PRODUCTS/CONSUMERS/Pages/C2.aspx) is a highly effective self defense tool. It takes the same technology that police use, and puts it in a discreet package. Taser also has a policy that if you use it in a self defense situation, you should place it on the ground and leave the area. It is easy to use, and effective against people and animals, and you don't have to worry about the wind catching it and blowing it back on you. Also, a Taser is not a gun, so the laws covering it are a little different, and you are able to carry them in most states.

When I come from, it is legal to carry a pistol after you go through a class. Most states refer to it as either a CCW (Permited to Carry and Conceal a Weapo) or a CPL (Carry Pistol License). I was in the same position about a year ago. I signed up, along with my girlfriend and took the class to get out CPLs. I bought my self a Smith and Wesson Model 642 with black rubber grips, and her one with pink rubber grips. Of course, I took her shooting a number of times and taught her how to use it before she started carrying it, but now she carries it with her almost everywhere.
