What's the best self propelled lawn mower for around $400?

I have worked as a professional landscaper for over 6 years in the Pacific Northwest. We get wet and thick grass making for generally rough mowing conditions. I use the pro version of these mowers, they run around $1200.00. When my brother needed a mower for his 1/2 acre property; this is the mower he ended up buying. It will handle foot tall grass all the way down to show off to the neighbors short. It is closer to 500 w/ tax, but if your mowing for around an hour a week. This is the mower.

Technically, it's not "self-propelled" in the sense that it pulls itself along. But the Brill Razorcut 38" is pretty sharp (and not just blade-wise). Plus, it comes with a clippings catcher for a few extra bucks.

And it's 2 things gas-powered mowers aren't... environmentally friendly and heart-fit empowering.
