Just adding another heads up: Any time you shave with an electric razor vs a blade your hairs/whiskers will be cut at a slight angle making them more or less spikes, unlike the perfect flat whiskers you see in the commercials. This will make the more "pokey" and also prone to curling over and actually burrowing into your skin and becoming ingrown.
Honestly, it'll be horrible for a while, but just wait it out. Once the hair is back to its terminal length, it'll feel like it used to. In addition to Henry's suggestions, you could just try some regular old moisturizer on your chest after you shower - something like Vaseline Intensive Care or generic equivalent. I use it on my beard (quite sparingly) and it does much the same thing as a shampoo-in conditioner.
Michael is correct. It is a common misperception that hair grows back rougher and coarser once you shave it (I'm sure you've heard of it from your female friends before) but it's actually because at the shorter length they're stubbier and they will return to their full soft and plush glory in a few weeks.

I agree that you should just use a gentle hair conditioner for that chest, one such as Molton Brown or Malin+Goetz. Neither of these have overpowering scents and should keep your chest soft and free from breakouts. First time we've ever heard that question

Veet for men. IT obviously doesn't soften your hair, but hair doesn't grow in at the sharp angles the above posters have mentioned.
Just make sure you read the directions...specifically, how long to keep it on before showering it off

I'm a very hairy guy with lots of coarse, curly hair all over. The best bet is to get yourself some shampoo and conditioner designed to soften beards. Check out Beardsley Use it as you would a body wash.
In a pinch, I've just used regular shampoo and conditioner that you'd normally use for your hair.
Both work just as well.
