A good suit is a bit arbitrary. The under 500. Dollar mark has it's limits. I think a summer suit classic is the cotton khaki suit. Recently featured on the 21gent website is the H&M version. (H&M.com) a Suit for 100 bucks, looks like a 500 dollar suit. At that price you won't feel guilty about not wearing it that often or about the champagne that was spilled on it by an intoxicated bridesmaid. If your not a fan banana republic has some gray suits that are light weight for the summer under 500. Keep in mind as long as the suit is tailored properly it could cost nothing and still make you look like a million bucks.
Just got a decent khaki suit from Banana Republic outlet store on sale for $130. Normally priced around $300.
I just got a couple of nice lightweight cotton suits from Jos A. Bank. They have a buy one get one free sale going on right now and their "Executive" series suit goes for $350. Right now they also take $100 off a $500 order, so you can toss in a couple of nice dress shirts (also buy one get one) and a couple ties to complement for around $400. www.josbank.com
You can have a custom made (made to measure) suit made at a store called bachrach. They have several locations nationwide and have excellent material and choices from everything to buttons to cuts to lining (everything one would expect for a custom made suit).
They start at $495 (plus tax). Although at the top of the price range you mentioned it is well worth the price.
I'm not sure what area you're in, but I've found some great suits at Nordstrom's Rack for well under $500. I just picked up a John Varvatos charcoal 2-button for about half that.
try visiting any ZARA shop. they have great suits, and they can fit it to your needs. http://www.zara.com.
I picked up my seersucker suit at Brooks Brothers for about $250-
