Is it okay to wear a long-sleeved button down shirt with cargo shorts?
I'm fond of wearing the long sleeved shirt and cargo shorts myself. I usually go for a fairly wild Tommy Bahama shirt and dark colored cargo shorts.
It's also almost always a 2nd layer. Either a tank top if I'm buttoning up or a plain colored t-shirt if I'm not.
Shoes and socks to suit what I am doing at the time...

Yeah definitely, that's perfectly fine with either the sleeves rolled up or down.
I'd roll them up if you're tucking your shirt, and remember to have a nice belt if you do.
You can also pair it with a nice set of loafers or topsiders as well as a nice belt that would match them. Just remember, no socks please.

Absolutely. I have a green long-sleeve shirt that has button breast pockets that I wear with some brown cargo shorts, you can wear some leather flip flops too.
Another approach is wearing a semi-casual dress shirt with said shorts; creating a dressy casual look for a friendly barbeque with friends.
I live in Texas and the heat definitely calls for shorts to be worn quite a bit. I do wear button downs with shorts, but I would suggest against cargo shorts in general. Unless the additional pockets are necessary for you, go with a nice flat front pair of shorts, it is a cleaner look.
Unless you are 17 years old or camping, you really shouldn't be wearing cargo shorts. Buy some nice plain front khaki shorts. They look grown up, sophisticated and are appropriate for most occasions. My favorite is the Prospect Short by Polo Ralph Lauren.
Unless you are camping/outdoors, you should pretty much wear it untucked & unbuttoned as a second layer.
