What's the best web host for a blog? Successful candidate should be well priced, have good tech support and a well documented control panel UI that does not make me want to stick lit matches in my eyes.

There is no "right" host, only what is right for you. I can personally say steer clear from 1and1 as they are terrible and cap speeds. Dreamhost is used by many users because it's cheap. I know it goes down from time to time and is slow.
If you're just blogging, you might just want to buy a domain and link it to a established blogging platform like Tumblr or wordpress.com (not to be confused with the standalone software at wordpress.org

low traffic (like mine), this is going to be
an amazingly affordable option. 25 bucks has paid for my hosting for almost 6 months.
Tech support has been excellent too.
Being a web designer, I look for the same things you do, especially well designed UI. I would check out Media Temple. They have the best UI of all the hosts I've tried out. And they're moderately priced if you're just looking to run a blog.
I completely agree with John Phillips. Media Temple has a fantastic UI. It comes in very handy since I've used some god awful ones before. The price isn't the cheapest but well worth it. I would recommend getting the one-year hosting for $95. Great started package.

For my personal account I use CrystalTech I have been with them for 8 years. I rely on them for all my email and want the peace of mind that it will always be there.
For the other five website that I run, I use HawkHost I've been with them for a few years now and have no complaints.
I use FatCow and love it. Great interface, excellent customer support, and it gets "green" points for being 100% wind powered. They also integrate with a lot of useful services

I've used media temple and web site source before finally being happy with webfaction.com
On the other sites, with a wordpress blog, I kept getting befuddled with the permissions that have to be set in order to upload media and make general updates. Not an issue with webfaction.
Whichever one you consider, make sure to search for reviews first.
Dreamhost has been really good for me as well. They're a highly recommended host by Wordpress, which I use, and have unlimited storage, unlimited bandwidth, 24/7 support, plus a whole host of other features.
I've used Dreamhost for the last 7 years, running 11 domains. Every now and then I'll get a server timed out error - but it's rare. They're email response time is fast, around 6-12 hrs. I have 3 domains on the famous MediaTemple with the cool logo and sexy name - crack for us designers. Their user interface looks nice - but is less intuitive than Dreamhost. Email support tickets average 24 hours. Twice over the last year, Mediatemple has randomly changed my php setting from 6 to 5 - creating problems. I'm using Grid-Sevice - and Dedicated-Virtual. No difference in performance. Mediatemple was the supermodel - I hoped was "the one" - sadly - still looking. Previous bad relationships include GoDaddy Hostgator and Globat
I've been using Media Layer for about 18 months now, and they're the best host I've ever had (And I've had Dreamhost, MediaTemple, etc...).
When you look at what bandwidth and hard drive space you get for the money, it pales in comparison to the mammoth numbers that Dreamhost offers, but the reason for this is because Media Layer doesn't overload their servers. I had an issue once where my SQL database went down, I sent a support ticket, and two days later they were moving me over to a new server that was less crowded, because one of the clients on the old server vastly increased his traffic or something.
Great customer service, they can create custom hosting packages too, if you need more space but not more bandwidth or something. I'd suggest checking them out.

I use HostPC You can get a basic website for $13.95 a year. Installatron (almost single click install of things like wordpress), MySQL, nightly backups...Great support! I've had my sites on there for 2+ years now, and never had an issue with their service (I have had tech support issues that were my fault, but they resolved them very quickly). The owner himself has a hand in the day to day operations. They frequently run specials which really make them cheap.
I found Dreamhost very friendly but VERY slow also. I'd recommend Hostgator for value for money and reliability overall.
It really depends on what your goal is. If you are just hosting a simple personal website then you'll be fine with godaddy. It's not the best or the easiest, but it's cheap and simple enough. If you're planning on hosting multiple sites for other people but want the simplicity of a one stop dashboard where you can control every aspect of the campaign, go with Rackspace, formerly Mosso. They make it very easy to control all of your campaigns from one place and have wonderful customer support that will walk you through any problems you might have. They even have chat support which eliminates the whole being put on hold issue to rest. I've used several and this is the best for my client work but godaddy for my personal website.
As has been said time and time again, just avoid 1and1 and you'll be fine. Network solutions isn't great but has gotten much better recently.
I like go daddy. Their have very good customer support. And their online interface is very easy to use and you don't need to be a nerd to understand it. Also they have danica patrick. But I seriously I have used others like Yahoo for a time and I think that go daddy is the best and most reliable.
