I normally have to order online. The Gap has good jeans and you can get all the way down to 28". You could also buy a pair of 30" and take them in to be hemmed.

Oh, I almost forgot: MeJeans or the like will do custom jeans. Expensive, yes, but perfect fitting clothes is totally worth it
Well, H&M has some affordable and stylish options for smaller men, as they are European based (and carry smaller sizes as a result). The only problem is their lack of a shop online.
Cuff them, my friend. As long and your jeans are not too baggy, it won't look like you are a 3rd grader.
I would take them to get hemmed, that way you can make them the exact length you want for 10-15 bucks. You are actually in a much better spot than I am as I am 6'8" and there are very few (read: none) jeans that come in a 32" waist and a 38" inseam.
