I actually prefer a brown shoe with a navy blue suit. Dark brown during the winter time is best however during the spring a tannish brown shoe with a light colored shirt and pastel colored tie would definitely work. The contrast will really make your outfit pop!

A navy suit with black shoes is quite formal, a step below a black suit or a tux. Daniel is right, black or very dark brown (cordovan), no negotiating.
Step away from the black shoe. Dark brown goes with navy. Year round it's tried and true. Look for a Coffee or Dark Amaretto.

Dark brown can work, but I always prefer to go conservative and stick to black when matching with a navy blue suit. Never, ever, wear a tan/camel/sand/Sahara (or whatever the tone describing light brown) shoe with a navy suit, assuming the entire suit jacket and pants are navy or navy with stripes. Tan shoes are highly noticeable with a suit like this and will get you spotted or called out for all the wrong reasons. Trust me when I say those bad boys will stick out worse then Susan Boyle at a Miss Universe swimsuit contest. Make sure whatever suit you are wearing stays together with some awesome products from Wurkinstiffs and you should be fresher then the rest of them. Or at least the guy who wore those camel-tone oxfords with the wrong suit.
The rule of thumb I always go by is this "the darker the blue suit, the darker the brown shoe should be." I see people wearing oxblood or cordovan with navy suits which looks great too.
With that said, I just take the easy way out and wear black shoes.

I prefer cordovan or oxblood shoes. I have an amazing pair of oxbood loafers that I bought at Kenneth Cole about 2 years ago. Not only do they provide contrast with a navy suit, but they also make you stand out in a sea of brown and black shoes.

Black is pretty standard but you can go with Brown as long as they are fairly dark shade of brown approaching black. Tannish brown will not work.
