I depends on what exactly you are looking for. I myself have a 97 BMW M3 full of modifications that I got for $11,000. I also looked at a fully loaded Audi A6 with every single option available and the 4.2 V8. It was about 4-6 years old and it was $15,000. If you look you can find whatever you need in the used market and then you also don't have to lose money on the depreciation.

For sport luxury, go w BMW 3 series one or two years old.
For myself, I have two Saabs both about five yeas old. Nice cars, all the options, and they cost me less than 20k combined (they were only 3 years old when I bought them) You get a lot for your money w Saab (used).
2004-2006 BMW 330xi AWD. It should run you a little over 23,000 if you buy it
I have a 2002 Saab 9-3 SE that I'm more than happy with but that will be my next car. Leather comes standard, it's not too heavy and maintains its sporty 3-Series roots without the urge to get a 5-series. Keep it a grown up car and get 4 doors and 5-speed.
I wish Saab got its due but the BMW is definitely a step up.
Good call on the E-class, drtom. I tend to forget about Benz because, to quote my wife, "we'll never be old enough for a Mercedes." I know that way of thinking isn't really accurate; my 32-year-old friend has a C300, and it's hot s--t.
As for Saab, I've owned a couple, and if you want an actual luxury car, avoid it. Once you sit in a Saab, then go sit in a Benz or Audi, you'll wonder why you considered the Saab at all. The interior materials are just not up to par, and the inevitable creaks and rattles will drive you nuts after a year or two.
The E-Class, Volvo S80, and the base A6 are all great luxury cars, but they're not sporty. You didn't specify, but if you want that kind of luxury with some real handling ability, think BMW 535i or 335i, or Audi S4.
Mercedes, used, will always do it. You can get the SL500 for about $30k with 50k miles on it. I got the ML430, originally 70K as equipped, for under $20k. Mercedes does not hold its resale value at all, and I see forums online of folks whining about this fact. 2nd owners get better car per dollar.
USED… BMW 5, Mercedes E, Cadillac CTS or DTS, Infiniti G or M. SUV = Lexus RX, BMW X5, or Cadillac SRX.
Carefully consider based on what local repair places there are.
Personally: My previous two cars were Volvos and, while they were very nice, they had enough weird problems to put me off Volvo. I have heard way too many pricey repair stories to get a Mercedes. My next car/SUV will be an Infiniti or a Cadillac just because those are the only good repair places near my new home.
I currently have two BMW 5 series, a 1995 525i and a 2003 540i, and I love them both (after years of owning them). They run, ride, and last (with proper maintenance). You can get a used 2004+ BMW 5 (the newer generation than 1997-2003) for under 30.
With luxury cars, make extra sure you know what you are getting; one bad issue can really cost you. Consider a CPO vehicle.
I work as a valet part time so I get to drive a lot of luxury and sports cars.
For me, I think BMWs are the best overall mix between design and specs, although they're a bit more on the performance/sport side than straight up luxury. Great handling, suspension (for my tastes), pickup, etc.
Lexus is also at the top - quiet, incredibly smooth, handling is still crisp with good acceleration.
Mercedes are nice, but they're bigger and heavier (at least they drive like it). If you want a car that projects that, then go with a Benz over a BMW.
Audi's are nice, but a step below BMW in my opinion.
Infiniti has come out with some cars recently that are really fun to drive and might be worth checking out.
Jags - I personally don't like. Too big and boat-like.
Some Cadillacs are pretty fun too - kinda like a Benz with a bigger engine and slightly better handling.
Of course, you customize or tweak just about all of these cars which will make a huge difference. I guess I'd say to come up with what it is that makes a car luxurious to you and follow that. Is it exterior looks? Performance and handling? Solidity/pedigree? Quality of ride? Then get out there and test drive at least one or two models from your top four or five automakers. Nothing beats experience when it comes to knowing which luxury car is for you.
I think you can bridge the gap between luxury and functionality easier these days. For example, the VW R32 is a very luxurious car, performance is insane, and the functionality of a hatchback is great. You can find them used with around 10K miles for $27,000. They're limited release, so they also have a very unique and exclusive angle.
A good way to be an individual is to move away from what everyone else and their momma is doing...Of course BMWs, Mercedes and Jaguars are perceived to be luxurious but there are many more options that can be had...for instance you may want to check the new Buick Lacrosse and the GMC Terrain...Buick may be known for having an older clientele but the new models are very youthful and inspiring
I have a 2007 Saab 9-3 2.0 which I got for around $20k new that I love and now, I think you could get an absolute steal on a new Saab 9-3 Aero, might be worth checking out, lots of car for what you will be paying for it now.
I just bought a 2008 certified preowned Acura TL for $22,900 with 28k miles which was an absolute steal because I bought it in the last week of 2009. While I still think BMW, MB, Audi are superior and you can definitely get used nice ones for under $30k, the maintenance fees are much more expensive so keep that in mind. My family has owned Acuras, BMWs, MBs, Volvos, Chevys and the upkeep of European cars have far exceeded the cost of the others.
It really depends on your taste, but for a sub 30k$ car the BMW m3(MY 01 - 06) is a great choice as it has a great blend of power, handling, luxury, and prestige...
Also, if you are willing to get a little bit dirty(i.e fix some things yourself) the cost of repairs isn't as bad as most people think.

Definitely a Saab 9-3 or 9-5, you can snag one up for a fantastic price now. And no worries about the company itself, it's secured.
If you want to be like everyone else, by all means, get an Audi, BMW, or Benz; no offense.
I would suggest looking around but ask if they have any used fleet vehicles in stock. Usually fleet vehicles are better kept than the average car.
If you're looking for the look and feel of luxury more than the status symbol, I'd highly recommend a Mazda. The new line up is very nice - the interiors rival 5-series BMWs in my opinion. You get all of the perks of luxury, but without the price tag. Granted, that won't get you envied by passer-bys for having some fancy German car, so if that's what you're looking for...
It really depends on what you're looking to accomplish. New or Used. You can't really get a true new luxury car for under 30K. You can get a loaded car like the Honda Accord that's going to be very nice, reliable, and hold it's value.
Like someone else said, don't count out the new Hyundai Genesis. It's doing to Luxury what the Lexus LS400 did when it was first introduced.
If you want a gentle ride then you'll want to stick with cars like Lexus (not IS), Cadillac, Acura, large Audi A6 or A8.
If you want more of a sporty ride then cars like the Infiniti G35, BMW's, Mercedes, etc
Given that "luxury" is subjective, I think you're really speaking to what is the best car you can get for under $30k. Also, my opinion on this will stick to new cars, since including used cars basically opens the question up to every vehicle out there somehow or another.
Also, do you define "luxury" as having leather seats, AWD, Nav, etc.? I feel that nowadays you can outfit a Subaru Legacy with 95% of the accessories that a BMW 3-series has, for a fraction of the cost.

If you're talking new, you're probably not going to get into the big-name cars, unless you want a stripped model, and those are rare. Most of those cars--the Audi A4, for example--"start" under $30k, but good luck finding one of those on a lot.
So, if you want a new car, check out the Volkswagen CC. It's pretty hot, and has great features, just not the cache of the four rings/roundel/tri-star.
For used, I love my 2006 Audi A4. They're relatively inexpensive when they're only a year or two old, and you get most of the toys you want in that kind of car standard (power seats, leather, decent stereo, sunroof, heated seats, dual-zone climate control). You could probably get a 2008 now for under $30k easily.
