I live in a midwestern city and walk to work in all weather. I'm looking for outerwear pants that would provide an extra layer over whatever workplace-casual pants I'm wearing to work on cold days, and which could be easily removed when I arrive at the office.

I live in in Chicago, and I hate the bitter cold when walking over a mile to work or waiting 20 minutes for a bus in sub zero temps. A friend turned me on to flannel lined pants from L.L. Bean. They are, in a word, awesome. They are some of the best feeling pants I have (next to my tailored suit pants). I normally am warmer than most in my office, but having the extra lining doesn't overheat me when indoors.

Wear old sox and run around in a fresh water stream for an hour, dry boots slowly away from heat and coat with petroleum jelly when dry, recoat monthly.

I recommend EMS Techwick Midweight Tights. They go under your pants, not over them. At first this might seem like a hassle since you'll be wearing them all day (unless you change after you get to work). But, I have to say that for some reason these tights keep super warm when outside and yet feel cool and comfortable inside.
I wore mine for a week straight in NYC around new years and they were absolutely awesome. Incredibly comfortable, warm, lightweight...everything I could ask for.
An added benefit is that they come in three different weights for different warmth needs (they call it T1 - lightweight, T2 - midweight, and T3 - heavyweight). I have the T2. Also, they're cheap as chips but also go on sale practically every other week. EMS is highly recommended.
